Thomas Flanigan
MTSS Trainer
Thomas M. Flanigan is a Technical Assistance Consultant for the District and School Improvement Center at American Institutes for Research (AIR). His current work involves supporting district MTSS implementation, Integrated MTSS Fidelity Rubric calibration, MTSS and early literacy, providing coaching for the Early Warning Intervention Monitoring System Graduation Ready project and the Leaders and Educators Addressing Disproportionality in Special Education (LEADS) project. Mr. Flanigan also facilitates PLC team effectiveness, evidence-based implementation of school and district data use and analysis, equity centered climate and culture, and the development of effective continuous improvement goals and monitoring tools and processes. He has over 30 years’ experience as a public school teacher and administrator in multiple roles.
