Integrated Multi-Tiered Systems of Support Fidelity Rubric
The Integrated Multi-Tiered Systems of Support Fidelity Rubric (IMFR) assesses an elementary school’s implementation of MTSS where academic and social, emotional, and behavioral supports are strategically combined to improve student outcomes. The IMFR includes 14 items organized around instruction and intervention, assessment, data-based decision making, and infrastructure.
The tool was developed by researchers at AIR and the University of Missouri as a part of a five-year study funded by the Institute of Education Sciences (IES), with psychometric testing conducted in over 100 elementary schools in the United States. Study findings indicate that the IMFR is a valid and reliable tool for measuring how schools strategically combine, or integrate, academic and social, emotional, and behavioral supports within a tiered system.
